- I think I found the solution:

Add option for firmer message
[edit]Per Wikidata:Project_chat#Proposal_for_changing_RFU_process, the current message " I think that this discussion is resolved and can be archived. If you disagree, don't hesitate to replace this template with your comment." encourages people to reopen sections. Sometimes admins need to close a section more firmly to prevent further disruption. If we create a new template, then it will not be respected by the archivers, so perhaps we should add a flag to this one. Specifically, "reopen=no" could be used when reopening without new evidence would be disruptive, and the message would be "This discussion is closed. Reopening it without substantial new evidence is likely to be considered disruptive." Bovlb (talk) 18:15, 26 December 2025 (UTC)
